2025-1 The Unified Standards Act of 2025 Executive Summary This law establishes basic standards for the administration of the City State of Corte Astera. It specifically addresses Decorum, Censure, and Debate within The Directory, Standards for the drafting of legislation, adopting of the Metric System as the standard units of weight and measurement, defining the Micro and adopting it as the standard currency, establishing the Corte Astera Banking Corporation for the management of the Micro, future consideration for an intermicronational Microzone (similar to that of the Eurozone), defines administrative divisions, defines “innate qualities”, adopts state icons (Flag, Coat of Arms, State Motto, State Flower), establishes 11 state holidays, establishes an archive of the Constitution, legislation, and laws of Corte Astera, sets up an interim government, and sets a preference for the use of open source software and open digital standards where practicable. Record of Vote and Endorsement Legislation was unanimously passed by The Directory on June 1st, 2025. Officially endorsed by Executive Director Alexander Grady on June 1st, 2025. Law effective June 1st, 2025. Article 1: Statement and Purpose [1.1] This Unified Standards Act shall establish the basic standards for the administration of the City State of Corte Astera. [1.2] The Directory shall have the power to enforce this Act with appropriate legislation. Article 2: The Directory [2.1] The Directory shall have the power to establish the standards of debate, and define proper decorum, which shall be maintained and enforced at all times. The Executive Director shall preside over and moderate debate, and shall set the legislative agenda. [2.2] The Directory may, with a majority vote, Censure a Director, for a term as determined by The Executive Director, but not exceeding 30 days, for a breach of Decorum, extreme deviation from the standards of debate, or for any crime committed, during which time the Censured shall not be allowed any comment, and shall not be allowed to participate in any debate, legislative creation or proposition process, but shall maintain the right to vote on all manners. [2.3] The Directory may over ride the Executive Director and end Censure of another member at any time with a majority vote. [2.4] Neither the Directory nor the Executive Director shall have the power to suspend a Director for any reason, except under impeachment, during which time the Impeached shall not enjoy any of the rights or privileges of Directorship, until such a time that the Director is no longer in a state of impeachment. Article 3: Legislation [3.1] Legislation shall be formatted in two columns. At the top of the left column on the first page shall be the legislative resolution identifier, which identifies the exact piece of legislation. This identifier shall consist of the year in which this piece of legislation was proposed, followed by a hyphen, followed by the sequential representation of the legislation. The font size of the legislative resolution identifier shall be 16, it shall be bold, and left aligned. The next line shall consist of the title of the legislation, left aligned, in a bold font with a size of 20. [3.2] The Executive Summary shall be the first section in all pieces of legislation. The word “Executive Summary” shall serve as the title for this section. This title shall be aligned left, in bold, in size 14 font. [3.3] The third section shall be titled “Record of Vote and Endorsement”. This title shall be aligned left, in size 14 font and bold. Here, a record of vote by the Directory, as well as the official endorsement of the Executive Director, shall be listed, along with the dates of vote and endorsement. The date of when the legislation becomes effective law shall also be listed. [3.5] If the Title, Executive Summary, and Record of Vote and Endorsement are too long to fit in to a single column, then the remainder of the bill shall continue on the next page. Otherwise, the remainder of the bill shall continue in the next column. [3.4] The first Article shall be titled “Statement and purpose”. This title shall be aligned left, bold and in size 14 font. This shall contain the statement and purpose of this legislation, as well as any overarching statutes that apply to the law as a whole. Sub articles or sections shall be numbered sequentially. [3.5] All other articles shall share the same format as the first article, and shall be numbered sequentially. [3.6] All other text shall be left-aligned, in size 12 font, and shall not be bold, underlined or italicized. [3.7] No piece of legislation, in whole or in part, shall be created or modified by means of automated electronic generation. [3.8]No subsection shall be split between two separate pages, unless that subsection is longer than one half of one page. Subsections may be split between columns. [3.8] Any font used for the purposes of legislation shall be sans and of professional quality and use. The suggested standard font for all legislation shall be Roboto Flex. Other acceptable fonts shall be Roboto, Noto, Arial, and Dejavu Sans Condensed. Other acceptable fonts may be considered by The Directory during debate as needed. All legislation shall be converted to Roboto Flex when archived, except for archives in plain text, which shall not be converted. [3.9] Any images or exhibits shall be amended to the end of all legislation, in a separate appendix section. [3.10] The Directory shall not vote on any piece of legislation that is not properly formatted or does not otherwise conform to proper legislative standards. This bill shall be an example of proper formatting and standards. Article 4: Weights and Measures [4.1] The City State of Corte Astera shall adopt the Metric system as the official standard, to be applied to all Weights and Measures by all government entities under its jurisdiction. Article 5: Currency [5.1] The currency of The City State of Corte Astera shall be The Micro. The official symbol of The Micro shall be the Greek lowercase mu (μ). [5.2] The Micro shall be the only currency recognized as legal tender for all debts and services, public and private, in The City State of Corte Astera. [5.3] The following foreign currencies shall be recognized as legal tender exclusively for the purposes of exchange, for a period of 5 (five) years after the official endorsement of this piece of legislation, excepting The US Dollar, which shall be legal tender exclusively for the purposes of exchange indefinitely: The US Dollar, The Unum, The Micronational Dollar, and The MicroCoin. [5.2] The exchange rate of The Micro to the United States Dollar shall be fixed at 50 (fifty) Micros to 1 (one) US Dollar. [5.3] The exchange rate of The Micro to The Unum shall be fixed at 25 (twenty-five) Micros to 1 (one) Unum. [5.4] The exchange rate of The Micro to The MicroCoin shall be fixed at 67 (sixty-seven) Micros to 1 (one) MicroCoin. [5.5] The Directory shall have the power to recognize additional foreign currencies as legal tender for the exclusive purpose of exchange. [5.6] The Corte Astera State Banking Corporation shall be established to mint currency and act as the official bank and state treasury of The City State of Corte Astera. The head of the Corte Astera State Banking Corporation shall be selected by the Executive Director, and confirmed by The Directory. [5.7] The Executive Director shall have the power to research and investigate the merits of the creation of an internmicronational “MicroZone” monetary union, that utilizes the Micro as a shared currency among multiple different micronations, as well as an intermicronational “Micro Union” socioeconomic union. The Executive Director shall report to The Directory when this investigation begins, shall provide regular updates to The Directory, and shall provide The Directory with a document of findings and suggestions upon conclusion of its investigations, to be used in future legislation or treaties. Article 6: Administrative Divisions [6.1] The Municipality of The City State of Corte Astera shall consist of the core Municipality of Corte Astera as well as any contiguous lands annexed. The Municipality shall be the supreme Administrative Division and Administrative Center of the City State of Corte Astera. The Municipality shall not be divided in to any additional Administrative Divisions, and shall be under the direct purview of The Directory. [6.2] An Annex shall be defined as a territory annexed or established by The City State of Corte Astera that does not contain any population. Annexes may be divided in to additional administrative divisions by The Directory. Annexes are not entitled to representation in The Directory, nor shall any population, if any be taxed, or qualify for soritition. Annexes are subject to the Constitution of Corte Astera and all laws, executive orders, and all other passed and endorsed legislation. An Annex may be reorganized as a Territory through petition if an authorized population is established. [6.3] A Territory shall be defined as a territory annexed or established by The City State of Corte Astera that is directly managed by The Directory and subject to the Constitution of Corte Astera, and all laws, executive orders, and all other passed and endorsed legislation. Territories shall be considered Qualified Administrative Divisions, and all peoples within shall be entitled to representation in The Directory, are subject to tax, and, if they are a Qualified Citizen, shall be eligible for soritition. A territory may be reorganized as an Annex if it loses all of its population, or may be reorganized as a Prefecture through petition. [6.4] A Prefecture shall be defined as a territory annexed or established by The City State of Corte Astera that is primarily managed by an inferior government to the Directory, and is subject to the Constitution of Corte Astera, but may also be subject to local laws and legislation, which may be superseded by any laws, executive orders, and any other passed and endorsed legislation from The Directory. Prefectures shall be considered Qualified Administrative Divisions, and all peoples within shall be entitled to representation in The Directory, are subject to tax, and, if they are a Qualified Citizen, shall be eligible for soritition. [6.6] All Annexes and Territories shall recognize The Directory as the supreme legislative body, the Executive Director as the supreme Executive, the Office of the Chief Magistrate as the superior judicial branch, and shall abide by the constitution of The City State of Corte Astera, and any laws passed by The Directory. Article 7: Innate Qualities [7.1] Innate Qualities shall be defined as any quality that is innate to ones person, including, but not limited to, sex, sexual orientation, race, and ethnicity. Article 8: State Symbols [8.1] The official state motto for the City State of Corte Astera shall be “Esto fortis sicut taraxacum” [8.2] The state seal and coat of arms for the City State of Corte Astera shall be a Spanish style shield, split in to 3 sections, the top and bottom of which shall be a green color (#049b3b), and the middle section shall be yellow (#f3db23). The top section shall have three yellow (#f3db23) flowers of equal size, set in a row. The middle section shall feature a fox, running, to the right, in a red-orange (#d3334b) color. The bottom section shall have a single yellow (#f3db23) flower, the same type of flower used in the top section, but centered, at 1.5x the size of the flowers in the top section. [8.2] The state seal and coat of arms shall be outlined in red, with all other colors absent, for the exclusive use of official endorsement by the Executive Director. All other government endorsement shall use a state seal and coat of arms that is outlined in black and absent of all other color. All government use of the state seal and coat of arms other than endorsement shall be rendered in full color or greyscaled with a black outline. [8.3] The flag of the City State of Corte Astera shall be 2:3, comprised of three stripes horizontal, the top and bottom of which shall be green (#049b3b), and the center, which shall be yellow (#f3db23), with the state seal and coat of arms centered, and the center yellow line wrapping around the state seal and coat of arms in the shape of a square. [8.4] The official state flower of the City State of Corte Astera shall be the dandelion. [8.5] The Directory shall have the power to adopt additional state symbols or modify existing state symbols by appropriate legislation. Article 9: State Holidays [9.1] The following state holidays shall be observed by the City State of Corte Astera and all government entities under its jurisdiction. [9.2] No person employed by any government entity under the jurisdiction of the City State of Corte Astera shall perform any work or provide any services on these observed holidays, nor shall any work or services be rendered by, to or from any government entity under the jurisdiction of The City State of Corte Astera, excepting matters of The Directory, foreign relations or affairs, public safety, emergency response, or as defined in appropriate legislation. [9.3] All persons employed by any government or private entity under the jurisdiction of the City State of Corte Astera shall be entitled to double pay for any hours of work performed or services rendered during these holidays. [9.4] Winter Break: Shall encompass the holidays of Christmas, New Years Eve, and New Years. Third Saturday in December to the First Sunday in January. [9.5] Birthday of the Founder of the City State of Corte Astera, the third Friday in January. [9.6] Lunar New Year, defined as three week days prior to the Chinese New Year in February, and three week days after. [9.7] Spring Equinox, March 18th - 25th [9.8] Earth Day: the Third Friday in April [9.9] Spring Break: Eight days, from the Second Saturday to the Third Sunday in May [9.10] Golden Week, which shall be observed beginning on the Day of Establishment on June 1st, shall encompass the Day of Census on the First Monday in June, and whose last day of observance shall be the Day of Sorition, the Second Monday in June. [9.11]Summer Break: defined as the first Saturday until the second Sunday in July. [9.12] Tanabata, which shall be obvserved three week days prior to the holiday of Tanabata, during the day of Tanabata, and three week days after Tanabata. [9.13] Autumn Equinox, September 18th – 25th [9.14] National Harvest, defined as 8 days beginning on the last Saturday in October. [9.15] Start your own Country Day, Third Friday in November Article 10: Interim Government [10.3] Qualified citizenship shall be granted to those who can demonstrate an open and permanent physical presence and residency within the Municipality of The City State of Corte Astera before June 1st, 2025. Qualified Citizens shall have all rights and privileges afforded to them in the Constitution. No other persons shall be granted any other kind of citizenship, Qualified or otherwise. This section shall expire not more than 1 year after the official endorsement of this legislation. The Directory shall have the power to nullify or supersede this section with appropriate legislation. [10.4] For the purposes of Census, the population of Corte Astera shall be 3, and the number of Directors apportioned shall be 1. This Census shall expire not more than 1 year after the official endorsement of this legislation, after which time a new Census must be conducted and The Directory re-apportioned. The Directory shall have the power to nullify or supersede this section with appropriate legislation. [10.5] The First Executive Director of the City State of Corte Astera shall be Alexander Grady. The First Chief Magistrate of The City State of Corte Astera shall be Alexander Grady, until such a time that a new Chief Magistrate is selected and confirmed by The Directory. Article 11: Etcetera [11.1] The Directory shall ensure the preservation of all government works by establishing an archive of all treaties, legislation, laws, and executive orders, introduced, expired, withdrawn, voted on, passed, or ratified, by archiving at least two copies of each work in at least two different locations in at least two different formats, one of which shall be plain text. All copies and all locations may be electronic in nature. These archived works shall be made easily accessible to the public. [11.2] The City State of Corte Astera and any government entity under its jurisdiction shall prioritize the adoption and usage of open source software and open digital standards when practicable.
